Insecurity marks much of eastern Chad. Rebel attacks, inter-communitarian conflict, banditry and assaults on humanitarian compounds occur on a regular basis. These security problems, combined with the area’s geographic isolation and transportation difficulties during the rainy session, have resulted in the flight of many NGOs. Southern Chad has experienced a massive influx of refugees as a result of social and political unrest in the Central African Republic.
DWS Chad took a leap of faith in mid-2007 when it, together with ACT International, launched humanitarian assistance programs in camps for internally displaced persons (IDPs) in Koukou-Angarana, some 100 km from the Sudanese border.
DWS Chad/ACT now responds to the needs of refugees and IDPs in both eastern and southern Chad, managing programs in UN High Commissioner for Refugees (UNHCR) camps and accompanying local communities as they address issues of (re-)integration, peaceful co-existence and economic development.

Eastern Chad
DWS Chad/ACT runs two camps in the Koukou district area for persons forced from their home villages by ethnic conflict. In the context of camp management, DWS Chad/ACT coordinates the provision of services by other NGOs in partnership with the UNHCR. In addition to organizational work, DWS Chad/ACT implements psychosocial and community service programs in the camps.
DWS Chad/ACT is also carrying out development projects with local communities with the aim of facilitating peaceful co-existence between these communities and the IDPs.
Southern Chad
DWS Chad/ACT manages several camps in the Maro district for refugees from the Central African Republic. In addition to providing basic services for camp inhabitants who fled their home villages with minimal possessions, DWS Chad/ACT has initiated educational, agricultural and income generation programs to enable the refugees to make use of local resources.
